We present a novel architecture for a scalable and fault-tolerant photonic quantum computer, introducing several new results that address the key challenges of quantum computation. At the heart of this architecture are Gottesman-Kitaev-Preskill (GKP) bosonic qubits, generated all-optically with high probability. These GKP qubits are routed through a shallow network of static beamsplitters to create universal resources with arbitrary connectivity. This unique approach provides an inherent long-range connectivity between physical qubits, enabling more efficient quantum error correction and simplifying the implementation of fault-tolerant quantum gates. Computation, syndrome data extraction, and final measurement readouts are all achieved using homodyne detectors, which are fast, reliable, accurate, and operate at room temperature.  The entire system is built on modular, easy-to-network integrated photonic chips, which are compatible with scalable and robust fabrication methods. This integrated and all-optical design represents a powerful and viable path toward building a practical, large-scale quantum computer.
